Hearing: The City Council or Planning <br />Commission shall hold a public hearing within thirty (30) <br />days of the date of filing the application, or at the next <br />regularly scheduled meeting after said thirty (30) days, <br />after publishing notice of such hearing in the official <br />newspaper and sending mailed notice to those listed in the <br />application as abutting property owners at least ten (1) <br />days prior to the date of the hearing. <br />a. General and Special Requirements: The Planning <br />Commission and/or Council shall consider to what extent the <br />applicant's plan minimizes possible adverse effects of the <br />proposed conditional use, what modifications to the plan <br />and what conditions on approval could further minimize the <br />adverse effects of the proposed use.
