Meeting Date J27/92 <br />Item F <br />ITEM: Public Hearing on a request for preliminary approval of <br />a planned unit development of 24 townhomes on the three <br />• and one-half acres north of city hall. <br />SUBMITTED BY: Rottlund Homes <br />REVIEWED BY: John Uban, consulting planner <br />Bill Westerberg, city engineer <br />Susan Hoyt, city administrator <br />Leo Lindig, fire chief <br />Terry Iverson, fire marshal <br />EXPLANATION/DESCRIPTION: <br />In December, 1991, the planning commission, city council and <br />neighboring property owners reviewed plans for a 24 unit townhome <br />complex by Rottlund Homes on the three and one-half acres of <br />vacant land north of city hall. Rottlund Homes is now requesting <br />preliminary approval of a Planned Unit Development for the site. <br />The PUD designation requires that a public hearing be held on <br />this request. All property owners within 350 feet were notified <br />of the request. <br />The project will require a comprehensive plan amendment and <br />change in zoning from B-1 to R-4. These can be carried out <br />simultaneously with approval of the plans. <br />• There are a number of issues raised by the planner and engineer <br />that need to be resolved prior to approval of the preliminary <br />plans as identified in the planner's and engineer's report (see C <br />& D) . <br />1. Change in comprehensive plan and zoning <br />2. Building placement <br />3. Drainage, utilities and soil <br />4. Review of homeowner's documents <br />5. Abstract & survey <br />6.
