Cities bordering Falcon Heights include <br />Roseville on the north and cast, St. Foul on the south and Lauderdale on the west. 'i~wo public <br />landowners control approximately two-thirds of the land in Falcon I-Ieights: the University of <br />Minnesota and the State Fairgrounds. The remaining privately-owned land its the city is totally <br />developed. See Attachment Y. <br />The city of Falcon Heights is in the Metropolitan Urban Service Area (MU'SA) and is part of the <br />Council's fully developed policy area. Policy 13 (page 2~) of the MriLF says that the Council will <br />support the maintenance and upgrading of development and service facilities in the fully <br />developed area end that reinvestment for maintenance and replacement of metropolitan systems <br />serving eadsting development in the fully developed area will take priority over investment far <br />expenaion in the developing area. <br />As part of the comprehensive plats, the city of Falcon Heights endorses its inclusion in the fully <br />developed area. The glen calls for continuing efforts to maintain the quality oP the city's housing. <br />Yn addition, the plan proposes revitalizing the Snelling and Larpcnteur commercial area. Since <br />Falcon Heights does not have code or ordinance control over the University and State <br />Fairgrounds property, the plan suggests improved coordination and cooperation between these <br />institutions and the city. <br />• TransporW#i+an (Connie KozIak) <br />Falcon Heights is served by transit but there are no metropolitan highway facilities within the airy. <br />Snelling and Larpeateur Avenues, both four-lane divided roads that fuaccion as minor arterials, <br />provide good access tQ adjacent communities as well as within the city. The city has very little <br />vacant land and does not propose any development which will affect the Metropolitan Highway <br />3yatem. <br />The proposed plan ameadmaat is consistent with the Council's TransQor~atiort Policy Plan. <br />$anitary Sewer (rim Larsen) <br />The city of Falcon Heights receives sanitary sewer service through two major iaterccptors. <br />Interceptor I-SP-224 originates near the intersection of Hemline and Hoyt Avenues and services <br />most of the city. Interceptor i.SP-25S starts near Como and Snelling Avcaues and primarily <br />provides sewer service to the University of Minnesota and the State Fairground properties within <br />rho city, <br />The University of Minnesota and State Fairground properties have internal utility systems that era <br />independent of the city systern. City sanitary sewer flow, exclusive of these two separate systems, <br />cpxnprisad appraxumately 31 percent of the entire flow cram the city during 1991. Total aar~itsry <br />sewer flow from the city exceeded the Council's Wastewater Treatment and Handling Policy Plan <br />Flow range projections for 2010 during each of the Last three calendar years.
