MINUTES <br />• REGULAR PLANNING COMMISSION MEETING <br />March 30, 1992 <br />7:30 p.m. <br />PRESENT: ABSENT: ALSO PRESENT: <br />Lee Barry Ed Finegan Susan Hoyt, administrator <br />Len Boche Ken Salzberg acting as planner <br />Marie Furton Paul Cernia, council member <br />Steve Huso <br />Carolyn Nestingen <br />Meeting was call to order at 7:30 p.m. by Lee Barry, Chair. <br />APPROVAL OF MINUTES: <br />The minutes of the February 24, 1992 meeting were unanimously <br />approved as written. <br />PUBLIC HEARING ON REOUE_ST FOR CONDITIONAL USE PERMIT FOR A <br />VETERINARY CLINIC AT 1553 W LARPENTEUR AVENUE <br />Chair Barry called the Public Hearing on the proposed veterinary <br />• clinic at 1553 W. Larpenteur to order at 7:35. <br />Dr. Doug LeMay, veterinarian, proposes to open a veterinary <br />clinic in Bullseye Plaza. The use is not a permitted use, but is <br />a conditional use (§9-10.01[2](n) of the zoning code). A <br />conditional use goes with the property, not with the proprietor. <br />Dr. LeMay stated the planned veterinary hospital will be 2,300 <br />sq. ft. and located in Bullseye Shopping Center. There are two <br />parking spaces available specifically for the clinic, seven more <br />spaces in front of the clinic and 13 more available spaces by <br />Embers Restaurant. Working on an appointment basis, there should <br />be no more than three to four cars at the clinic at one time. <br />The staff would consist of 22 - 7 employees, but not all at one <br />time. The hours would be 7:30 a.m. - 6 p.m. Monday through <br />Friday, and 8 a.m. - 12 noon on Saturdays with emergency calls as <br />needed. <br />To reduce noise to the adjacent businesses the common walls will <br />be soundproofed up to the roof level. In addition, the kennel <br />area and exam rooms will also have additional soundproofing in <br />the interior walls. To control odors, both the kennel and dark <br />room will have separate exhaust fans. <br />There will be no boarding of animals. Only hospitalized, <br />• recovering, or groomed pets will stay at the hospital. Current <br />plans would allow for a maximum of 14 pets. Waste will be <br />
