MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />February 24, 1992 <br />7:30 p.m. <br />PRESENT: ABSENT: ALSO PRESENT: <br />Lee Barry Ed Finegan Susan Hoyt,Administrator <br />Len Boche Carolyn Nestingen acting as planner <br />Marie Furton Ken Salzberg Paul Ciernia, Council Member <br />Steve Huso <br />Meeting was called to order at 7:30 p.m. by Lee Barry, Chair. <br />APPROVAL OF MINUTES: <br />The minutes of the January 27, 1992 meeting was unanimously <br />approved as written. <br />REPORTS REOUESTS RECOMMENDATIONS: <br />1. Request for a variance from 69-2 04(1)(c) of the zoning code <br />by M_ r Raymond Kinney 1447 W. Idaho St. <br />Mr. Kinney requested the commission approve a 1/2 foot <br />sideyard variance in order to construct a new garage, 21 ft. <br />by 22 ft. The new garage would be located in the same <br />position from the side lot line as the current garage which <br />is 4 1/2 ft. from the side lot line rather than 5 ft. as the <br />code requires. If the variance were granted, a two car <br />garage could be built without requiring relandscaping his <br />rear yard. Mr. Kinney's neighbors expressed no objection to <br />the request. <br />Staff recommended the variance request be granted as it <br />meets the requirements of the zoning code and would not <br />substantially diminish or impair property values in the <br />area. <br />Boche moved to grant the variance request, and it was <br />unanimously approved by the commission. <br />2. Report on the city's 1992 community development block grant <br />application for blight elimination. <br />The commission discussed the city's application of a <br />$191,550 grant of CDBG money to Ramsey County on February <br />14, 1992. The grant was requested for the clearance of 2061 <br />Larpenteur, to relandscape the property and to relocate the <br />present residents. Hoyt explained the property is in <br />substandard condition and is not compatible with the current <br />zoning code. The grant is a very competitive grant and <br />Falcon Heights would be competing with all of suburban <br />
