Hoyt will be getting back to <br />the commission with any sections that need change. <br />Hoyt reported that building permit activity in 1991 was down from <br />1990. By the end of 1991, 113 building permits were issued, <br />which had a construction value of $864,000 in the city. <br />Cleveland Avenue: <br />Ramsey County plans to reconstruct Cleveland Avenue this summer. <br />However, the county has not submitted the final plans to the <br />city. A pedestrian and slow bike trail will be made on the east <br />side and stop lights are to be installed at Cleveland and <br />Roselawn. A tree expert has checked some large oak trees on the <br />west side of Cleveland along the U golf course and determined <br />that because the increased road width, some of these oak trees <br />will need to be removed. <br />Storm sewers will be installed to drain all of Cleveland between <br />the two intersections. Presently, the runoff is going into the <br />fields and the wetland on the NW side of Roselawn & Cleveland. A <br />new storm sewer will collect the water and pipe it into a newly <br />created wetland in a portion of Community Park. A portion of the <br />current wetland will be affected because a pathway will take up a <br />portion of that wetland. The wetland will be reconfigured. <br />Garden Avenue Stop Signs: <br />There was a brief discussion on the situation at the intersection <br />of Garden Avenue and Snelling Drive. Visibility is not good <br />because of the retaining walls and snow banks. The engineer <br />recommended putting up signs which read, "cross traffic does not <br />stop" on the Snelling Drive stop signs. <br />Proposed Development North of City Hall: <br />A prospective developer, Rottland Homes, is presently negotiating <br />with the bank to purchase the land north of city hall for 24 <br />townhouse units. <br />Roseville/Falcon Heights Cooperative Study: <br />The citizens committee will be presenting a report on its <br />questions of the study to the joint city councils of Roseville <br />and Falcon Heights. Falcon Heights will hold a community meeting <br />to discuss this report with the residents of Falcon Heights and <br />provide them an opportunity to raise questions. <br />
