<br />• <br />MINUTES <br />OCTOBER 23, 1991 <br />PAGE 3 <br />the second half of 1991 amounted to $12,901 and that staff has <br />recommended the use of contingency funds to cover the shortfall. <br />Wallin moved that $12,901.00 from the contingency fund be used <br />to cover the reduction in the second half of 1991 LGA which <br />carried unanimously. <br />FEASIBILITY STUDY ON 1992 STREET IMPROVEMENTS DELAYED <br />Maurer explained that since the proposed 1992 sstreet <br />improvement project is relatively small, the city mieght want to <br />consider including the streets scheduled for reconstruction in <br />1993. He was of the opinion that combining the two would make <br />it likely that bids would be more competitive. Council <br />discussed at length whether or not the projects should be <br />delayed until 1993 if the streets are not in unsafe condition. <br />Maurer was of the opinion that safety was problably not a <br />concern at this time. Council agreed it would be prudent to <br />delay receonstruction due to that that there will be <br />considerable cost to the city and also the fact that the results <br />of the Falcon Heights/Roseville study may have some impact on <br />the decision. <br />ADOPTION OF ORDINANCE 0-91-12 <br />Baldwin presented the proposed ordinance relating to utility <br />fees and late penalties for the same which staff had previously <br />been directed to prepare. The only substantial change is the <br />provision that no penalty will be abated by the city council. <br />Jacobs moved adoption of Ordinance 0-91-12 which carried <br />unanimously. Ciernia stressed that this is not being done to <br />create a hardship or be unfair and stressed that the city has <br />given more time for payment of these bills than other billing <br />entities. <br />INFORMATIONAL ITEMS NOTED <br />1.
