Meeting Date: 9/23/91 <br />Agenda Item: E-3 <br />CITY OF FALCON HEIGHTS <br />PLANNING COMMISSION <br />ITEM DESCRIPTION: Planning Commission review of permitted <br />accessory use permits <br />SUBMITTED BY: Susan Hoyt, City Administrator acting as Planner <br />REVIEWED BY: Not applicable <br />EXPLANATION/DESCRIPTION: <br />Staff would like the Planning Commission to discuss the necessity <br />of continuing planning commission and city council approval of <br />permitted accessory use permits for utility sheds under §9-2.04 <br />[1)(i) of the zoning code. The request is being made for the <br />following reasons. <br />1. EFFICIENCY FOR THE PROPERTY OWNER - Reviewing the <br />applications for utility sheds like any other construction <br />project such as a garage, addition or new home would <br />expedite the project for property owners and avoid the <br />appearance of unnecessary bureaucratic delay. Requiring <br />planning commission and council approval can delay the <br />process by as much as a month if the property owner makes <br />the request after a meeting or if the council meets two <br />weeks after the planning commission. <br />2. ADEQUACY OF ZONING CODE CONTROLS - At this time the zoning <br />code provides adequate guidelines for the review of <br />permitted accessory uses. The only additional suggestion <br />that is made by staff when an application is submitted is to <br />advise property owners to tell their neighbors about it and <br />to make sure that it minimally impinges on the neighbor's <br />view. (See attachment A for zoning code controls.) <br />3. EFFICIENCY OF STAFF TIME - The review by the planning <br />commission and the city council requires that staff prepare <br />agenda items for both of these bodies as well as inform the <br />property owners after the meetings. If this was done <br />without the additional layer of review, the permit could be <br />processed like any other building project which is reviewed <br />to meet the zoning code. <br />4. EFFICIENCY OF THE COMMISSION'S TIME - Over the past two <br />years the commission has been assigned some large tasks by <br />• the city council. These include the parking policy and the <br />comprehensive plan. The implementation ideas in the <br />comprehensive plan may require more planning commission <br />
