Alternate systems <br />providing at least t;ze same degree of protection, if approved by <br />the Building Inspector, shall be acceptable. Access to or egress <br />frocn each dwelling unit shall be provided without passing through <br />any other dwelling or dwelling unit. <br />(14) Door Locks: No owner s~iall occupy nor let to be <br />occupied any dwelling or dwelling unit unless all exterior doors <br />of the dwelling or dwelling unit are equipped with safe, <br />functioning locking devices, including at least one (1) dead bolt <br />locking device that cannot be retracted by end pressure, <br />provided, however, t'nat such door shall be operable from the <br />inside without t'ne use of key or any special knowledge or <br />training. <br />(15) Habitable Room Ventilation: except where there is <br />supplied some other device affording adequate ventilation and <br />approved by Building Inspector, every 'nabitable room shall have <br />at least one (1) window facing directly outdoors which can be <br />opened easily. The minimum total of operable window area in <br />every habitable room shall be at least five and 7/lOths (5.7) <br />square feet. , <br />. (16) Ldon-Habitable Room Ventilation: Leery bathroom and <br />water closet compartment, and every ,laundry and utility room <br />shall have at least fifty percent (50%) of the ventilation of <br />habitable rooms, except that no window shall be required if said <br />rooms are equipped with a ventilation system approved by the <br />Building Inspector. ---, _,_ -, <br />(17) Electric Service, Outlets and Fixtures: Every dwelling <br />unit and all public and common area shall be supplied with <br />electric service, overcurrent protection device, electric <br />outlets, and electric fixtures which are properly installed, <br />which shall be maintained in safe working condition, and shall be <br />energized by an approved source of electric power and in <br />compliance with the ordinances, rules and regulations of the City <br />and State of Minnesota applicable now or at the time such outlets <br />and fixtures were or are installed. The minimum capacity of said <br />electric service and the minimum number of electric outlets and <br />fixtures shall be as follows: <br />(a) Dwellings containing one or more dwelling units <br />shall have at least sixty (60) AMP, one hundred fifteen to two <br />hundred thirty (115-230) volt service or feeder per dwelling unit. <br />Main service to multi-family buildings shall have sufficient <br />amperage to carry the load as computed in accordance with Art. <br />• 230 of the National Electrical Code. <br />4-1-89 46 <br />
