Meeting Date _ August 26, 1991 <br />Agenda Item E-3 <br />• CITY OF FALCON HEIGHTS <br />PLANNING COMMISSION <br />ITEM: Discussion of a preliminary concept plan for the southeast <br />and northwest corners of Snelling and Larpenteur <br />SUBMITTED BY: Fred Hoisington, The Hoisington Group <br />REVIEWED BY: Susan Hoyt, City Administrator acting as planner <br />EXPLANATION/DESCRIPTION: <br />The strength of a comprehensive plan rests in its policies rather <br />than in any p articular depiction of possible future development. <br />Nevertheless, Fred Hoisington prepared the attached two figures <br />to illustrate possible changes in the two corners. <br />Figure 1 - THE SOUTHEAST CORNER. The diagram demonstrates <br /> the corner redeveloped for high density <br /> residential, retail and office to accommodate an <br /> LRT stop. <br />• Figure 2 - THE NORTHWEST CORNER. The diagram illustrates <br />the Falcon Center corner with some buffering <br /> and traffic patterns. These are not <br /> substantially different than the existing <br /> facilities. This center will benefit most <br /> from cosmetic improvements and parking lot <br /> upgrading. <br />Staff will request that Mr. Hoisington address some of the access <br />problems to Bullseye Center and the Northome service road as part <br />of these plans. <br />On a smaller scale, the city may implement aesthetic improvements <br />over time through its sign code. Staff's work with the code <br />finds it to be fairly restrictive with the exception of temporary <br />signs. <br />Other than this, most city control comes when the city reviews <br />specific development proposals to make sure that the proposals <br />are the appropriate use general area and well-suited to the site. <br />ACTION REQUESTED: For discussion. <br />• <br />
