• <br />REGULAR <br />PRESENT: <br />Lee Barry <br />Donna Daykin <br />Ed Finegan <br />Carolyn Nestingen <br />Jan Gibson Talbot <br />John Duncan <br />MINUTES <br />PLANNING COMMISSION MEETING <br />APRIL 22, 1991 <br />7:30 p.m. <br />ALSO PRESENT: ABSENT: <br />Pau Ciernia Len Boche <br />Susan Hoyt, ICA/Planner. <br />Meeting was called to order by Vice Chairman Lee Barry in the <br />absence of Chairman Len Boche. <br />APPROVAL OF MINUTES <br />February 25 minutes approved as written. <br />PUBLIC HEARING <br />Vice Chair Barry moved to cancel the public hearing because the <br />person requesting the conditional use permit to operate an <br />amusement establishment in Bullseye Plaza was not present at the <br />• meeting, and because the necessary information accompanying the <br />application was not complete. The motion was approved <br />unanimously. <br />REPORT ON PROPOSED CONDITIONS TO GOVERN THE OPERATION OF <br />AMUSEMENT EST BL SHMENTS IN B-2 ZONES <br />Planner Hoyt reported on the reasonableness of putting proposed <br />conditions to govern the operation of amusement establishments <br />into a license rather than a conditional use permit. She said <br />that both Planner Malloy and Attorney Gedde recommended these <br />conditions be in the zoning code as a conditional use permit. <br />Without a conditional use requirement, these establishments <br />would be permitted uses, and not require Planning Commission <br />review and Council approval. Hoyt said both Malloy and Gedde <br />concurred that a condition that terminates the conditional use <br />permit with a change in business ownership is appropriate and <br />legal in a conditional use permit governing amusement <br />establishments where ownership and management are extremely <br />important. After a brief discussion and review of the proposed <br />language revisions to the zoning code, the Commission scheduled <br />a public hearing on the proposed zoning code for May 20, 1991. <br />UPDATE ON COMPREHENSIVE PLAN <br />Fred Hoisington, Planning Consultant, is in the process of <br />preparing a draft of the comprehensive plan. He expects to <br />present some material at the May 22 Planning Commission meeting. <br />• <br />
