Permits prior to effective date -structures or uses for which a building permit has beef issued prior to the effective date of this Code, but for-which work has not been completed shall be exempt from the hereinafter stated parking requirements if the structure is completed within six (6) months after the effective date of this Code. e. Surfacing and drainage. Off-street parking areas shall be improved with a durable and dustless paved surface. Such areas shall be so graded and drained as to dispose of all surface water accumulation within the parking area. d. Parking shall be permitted on hard surfaced areas designed for that purpose and for providing access to garage, carport or open parking area and provided that no driveway or off-street open parking area shall be located closer than five (5) feet from the p~pperty line on that side.
