Larpenteur Avenue <br />BACKGROUND <br />On February 8, 1989, the City Council granted a conditional use <br />permit to Messrs. Joe and Jim Sacco for the operation of a pool <br />and game arcade at 1544 West Larpenteur Avenue in a B-2 <br />commercial zone. On August 9, 1989, the conditions of the <br />• permit were amended at the request of the business owners <br />(Attachment 2). J.J.'s Pool and Game Arcade has been operating <br />since May 15, 1989. <br />PLANNING COMMISSION REVIEW <br />Condition eleven requires the Planning Commission to routinely <br />review the business operation to assure its conformance to the <br />required conditions. On December 17, 1990, the Planning <br />Commission reviewed the J.J.'s Pool and Game Arcade conditional <br />use permit as part of a routine permit review. The Commission <br />determined that conditions three, six, nine and ten were not <br />being met as evidenced by the nine police calls relating to <br />assaults from January to mid-October,-1990 (Attachment 3). The <br />Planning Commission requested that City staff meet with the <br />owners of J.J.'s to determine how the business operation could <br />meet these conditions. <br />STAFF MEETING WITH J.J.'S OWNERS AND OPERATORS <br />On January 14, 1991, Jan Wiessner, City Administrator, and Susan <br />Hoyt, City Planner, met with Messrs.
