To allow an appropriate range of businesses that satisfy <br />the convenience goods and service needs of residents. <br />2. To insure maximum compatibility with adjacent neighborhoods. <br />3. To improve the image of the commercial area at <br />Snelling/Larpenteur. <br />4. To~improve access, traffic circulation and on-site parking <br />for the commercial area at Snelling/Larpenteur. <br />5. To provide convenient parking in sufficient amounts to <br />meet parking. demand. <br />POLICIES: <br />1. Guide development toward existing neighborhood/convenience <br />commercial areas in clusters rather than in strip developments. <br />along major streets. <br />2. Require sufficient parking but encourage shared parking <br />with other land uses to minimize hard surface <br />coverage and improve the visual appearance of parking <br />areas. <br />3. Promote attractive parking areas by requiring <br />landscaped traffic islands and setback areas. <br />4. Encourage and facilitate aesthetic improvements to <br />building facades, parking, signs, landscaping and lighting <br />throughout the Snelling/Larpenteur commercial area. <br />5. Encourage building and sign designs to be in scale <br />with the small town character of the City. <br />6. Maximize land use compatibility by requiring buffering, <br />~ screening and landscaping between nsw-commercial uses <br />and residential areas, and between ex' commercial <br />uses and residential uses, when feasible-. to minimize <br />y ~ conflicts. <br />7. Allow only one community-scale retail center at <br />Snelling/Larpenteur. • <br />
