To continue the limited growth of the City's tax base <br />by maintaining and upgrading the existing <br />housing stock, redeveloping blighted areas, rehabilitating <br />deteriorating buildings and properties, retaining businesses <br />and improving aesthetics. <br />2. To be prepared to address the development of University <br />of Minnesota lands north of Larpenteur Avenue and the <br />State Fairgrounds west of Snelling Avenue. <br />POLICIES: <br />1. Encourage growth in the tax base primarily through <br />upgraded and increasingly concentrated retail centers. <br />2. Improve existing housing quality by adopting a regulatory <br />approach to housing maintenance. <br />ew 3. Plan for the possible expansion of limited businesses <br />` along the south side of Larpenteur, west of Snelling <br />Avenue as designated on the comprehensive land use plan. <br />(Policy changed to expand rather than decrease limited <br />business south of Larpenteurr west of Snelling) <br />4. In the event that a portion of the State Fairgrounds <br />property becomes available for development over the life <br />of the plan, allow mixed use development near the Snelling/ <br />Larpenteur retail core that provides services to residents <br />and the University of Minnesota and the State Fairgrounds <br />users. <br />~' New~~ In the event that a portion of the State Fairgrounds <br />' property becomes available or an LRT station is located <br />'- "~`P in the proximity of the Snelling and Larpenteur intersection, <br />allow the entire area, but not a portion, of Hollywood <br />Court to be redeveloped with mixed uses as part of the <br />Snelling and Larpenteur retail core. <br />(To address redevelopment if a substantial change occurs <br />in the surrounding land use.) <br />6. In the event that the University of Minnesota lands north <br />of Larpenteur Avenue along Fairview Avenue, become available <br />for development over the life of the plan, allow neighborhood <br />related uses such as housing, parks, open space and neighbor- <br />hood scale commercial development. <br />
