<br />• <br />i• <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 28, 1990 <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />(~= <br />-a <br />~, <br />Baldwin, Ciernia, Gehrz, Jacobs and Wallin. Also present were <br />Wiessner and Chenoweth. <br />ADDENDUM TO AGENDA <br />Council added the following item to the policy agenda: F(7), <br />Consider Issuing a Special Temporary Permit to Allow a Rooftop <br />Display on the Bullseye Building. <br />MINUTES OF 11/14/90 APPROVED <br />The Minutes of November 14, 1990 were approved by unanimous <br />consent. <br />CONSENT AGENDA ITEMS APPROVED <br />The following Consent Agenda items were approved by unanimous <br />consent: <br />1. Disbursements: <br />a. General Disbursements through 11/28/90, $83,765.57 <br />b. Payroll, 11/1/90 - 11/15/90, $8,611.29 <br />2. Commission Minutes: <br />a. Cancellation of 12/26/90 Council Meeting <br />PUBLIC HEARING ON PROPOSED 1991 BUDGET <br />Baldwin opened the hearing and explained to the public the <br />procedures to be followed during such hearing. Wiessner <br />reveiwed the budget process, all major changes, and then <br />presented graphs showing sources of revenue, expenditures, and <br />other items of interest. <br />Baldwin noted a written comment from Hafsa Meah, 1597 Hollywood <br />Court, indicating they feel the taxes are too high in all three <br />taxing districts, City, School and County. He then asked for <br />comments from the public. <br />MRS. MELVIN WIGDAHL, 1445 W. LARPENTEUR, stated she was <br />concerned about increased fees for sewer and recyling as she <br />
