Proposal to Update Comprehensive Plan, City of Falcon Heights Page 2 <br />WORK PROGRAM <br />The work will be broken down as follows: <br />PHASE I: INVENTORY AND ANALYSIS <br />1. ~ Organize kick-off meeting with Staff to offer direction regarding focus and format <br />of data to be assembled during inventory process. <br />2. Coordinate with Staff and Consulting Engineer throughout inventory process. <br />3. Analyze results of inventory prepared by Staff and existing land use relationships <br />based on current zoning map and aerial photographs. <br />4. Summarize results of Inventory and Analysis in report form, consistent with <br />format of final Comprehensive Plan Update document. <br />~. Present results of Inventory and Analysis to Planning Commission. <br />PHASE II: GOALS AND POLICIES <br />1. Based on conclusions from Inventory and Analysis phase, prepare discussion Draft <br />Goals and Policies with Staff direction. <br />2. Present Inventory and Analysis results and facilitate discussion of Draft Goals <br />and Policies at a joint workshop with the Planning Commission and City Council. <br />3. Refine Goals and Policies based on input at joint workshop. <br />4. Present Inventory and Analysis results and facilitate discussion of Goals and <br />Policies at public information meeting hosted by the Planning Commission and City <br />Council. <br />5. Prepare Finals Goals and Policy statements based on input from previous meetings <br />with decision makers and the public. <br />PHASE III: REVIEW AND UPDATE PUBLIC FACILITIES PLAN <br />1. Based on the results of the inventory update from Staff and Consulting Engineer <br />and revised Goals and Policies, examine the need for improvement to the Public <br />Facilities Plan with particular emphasis on transportation, utilities, and <br />redevelopment issues. <br />2. Optional -Based on the work conducted in Phases I and II and incorporating <br />proposed roadway and utility improvements, examine potential for alternate land <br />use and redevelopment scenarios. <br />3. Present the results of Tasks 1 and 2 of Phase III to the Planning Commission and <br />City Council at a joint workshop. <br />4. Develop Draft Land Use Guide Plan and Public Facilities Plan Update for review <br />at a public hearing hosted by the City Council. <br />
