In that there was
considerable factionalism among the adjacent property owners, a unique
process was designed to resolve conflict while maximizing landowner

decision
maker and public
input. It included a downtown
shopping center plan and a market analysis designed to identify tl~e
market potential for retail and office uses in downtown. It also included
personal interviews with individual landowners and an interactive CBD
Focus Group Program for key businesspersons, Gustavus Adolphus College
. officials and City decision makers.
~~GO '~IeTro ?Ivd. • quite ~~5 • ;'•Ainneaoolis. j~1N X54^5 • !Si2) 33o-~G6G
