Attachment D-1B <br />MINUTES <br />DECEMBER 13, 19 89 <br />PAGE 2 <br />RESOLUTION R-89-26 <br />A RESOLUTION VACATING THE WESTERLY 25 FEET OF LOT D NORTH <br />OF FOLWELL AVENUE AS CONSTRUCTED (AUDITOR'S SUBDIVISION <br />#90, UNIVERSITY GROVE) <br />PRESENTATION BY PROFESSIONAL VENTURES, INC. RESUMED <br /> <br />Planning Commissioner, Don Grittner, asked if it was necessary <br />Q'~ to obtain the Clark's Submarine Sandwich property in order to go <br />L~,~,~,~,~ forward with the development. John Grossman, PVI, replied that <br />it is important to the project and that negotiations for <br />acquisition are going well. Sellergren asked Council if the <br />developer is on the right track and wanted to know if any major <br />obstacles are foreseen. After a brief discussion, P. Chenoweth <br />moved that the City enter into a preliminary development <br />agreement with PVI and that the matter~be deferred to the <br />Planning Commission for review and recommendations. Motion <br />carried unanimously. <br />STAFF AUTHORIZED TO ADVERTISE FOR BIDS FOR PURCHASE OF PICK-UP <br />TRUCK FOR PUBLIC WORKS <br />Wiessner explained that the purchase of a 3/4 ton pick-up truck <br />in the year 1990 was included in the Capital Improvement Plan <br />and recommended that staff be authorized to proceed with the • <br />purchase. Council unanimously authorized staff to proceed. <br />ITEM F(3), AGREEMENT WITH MN/DOT REGARDING SNELLING AVE. <br />PROJECT, WITHDRAWN FROM AGENDA <br />The proposed agreement with MN/DOT for the City's Share of the <br />Snelling Avenue Project cost was withdrawn as requested by City <br />Engineer Maurer. <br />DORSEY WHITNEY LAW FIRM RETAINED FOR 1990 BOND SALE <br />Wiessner explained that it will be necessary for the City to <br />retain a bond approving attorney in order to proceed with the <br />plan to issue bonds to finance the Hamline Avenue street project <br />($115,000) and the proposed 5 Year Capital Improvements <br />(335,000). Council briefly discussed the quotes obtained by <br />Fiscal Consultant Apfelbacher, (Dorsey, Whitney, $2,000 and <br />Holmes & Graven, $3,000) and unanimously agreed to retain the <br />Dorsey, Whitney firm. <br />CITY TO REQUEST AN EXTENSION OF TIME FOR UPDATING COMPREHENSIVE <br />PLAN <br />Baldwin explained that the City is required by Metropolitan <br />Council to update portions of the Comprehensive Plan by January, <br />1990 and since the City plans to update the entire Plan over the <br />next year, it would be reasonable to request an extension to <br />December 31, 1990 for completion. Wallin then moved adoption of <br />Resolution R-89-27 which carried unanimously. <br /> <br />
