S~~ <br />They reminded Mr. Affoleter that he should immediately apply for <br />a building permit, and strongly urged him to make the addition <br />blend in with the existing exterior building material. <br />APPROVAL OF AMENDMENTS Tfl CODE PROVIDING FOR RESIDENTIAL <br />COMPOSTING <br />~~"`Vi'i Wallin explained that the Planning Commission had discussed the <br />proposed code amendments at previous meetings and had held the <br />required public hearing on November 6, 1989. Council briefly <br />discussed the proposed changes and determined there was no need <br />to amend Section 8-1.O1 relating to Junk, Trash, Rubbish and <br />Refuse., as it did not apply to yard wastes. Wallin then moved <br />adoption of Ordinance 0-89-16 which carried unanimously. <br />ORDINANCE 0-89-16 <br />AN ORDINANCE AMENDING SECTION 9-4.01, SUBD. 3 (k) <br />' (PERMITTED ACCESSORY USES) AND SECTION 9-2.04, SUBD. 1 <br />(ACCESSORY BUILDINGS AND STRUCTURES ) OF THE MUNICIPAL <br />• CODE <br />REVIE~~3 OF PROPOSED .ASSESSMENT POLICY <br />Council discussed the proposed assessment policy with Maurer a:~d <br />Gedde after which minor .changes were recoT~mended. P. Chenoweth <br />moved approval of the document with the recommended amendments, <br />which carried unanimously. An Ordinance adopting the policy <br />will be placed on a future agenda. <br />COUNC?L RETREAT TO BE HELD AT WHITE BEAR COUNTRY INN <br />Council reviewed cost estimates for various facilities which <br />might be appropriate for the Planning Retreat scheduled for <br />November 24 and 25 and agreed on the White Bear Country Inn. <br />They discussed whether or not a facilitator should be hired and <br />agreed it was not necessary or financially prudent to do so. <br />Wiesner was asked to plan the program and act as facilitator.. <br />ADJOURNI~NT <br />Council adjourned the meeting at 8:47 P.M. <br />• ATTEST: <br />Tom Baldwin, Mayor <br />Shirley Chenoweth, City Clerk <br />
