LARPENTEUR AVENUE FALCON HEIGHTS, MN 55113.5594 PHONE (612) 644.5050 FAX (612) 644-8675 <br />September 25, 1989 <br />TO: Planning Commission <br />FROM: Susan Hoyt Taff, City Planner <br />RE: REVISED DRAFT COMPOSTING ORDINANCE <br />The following revisions to the draft Composting Ordinance were adopted <br />at the September 11, 1989 Planning Commission meeting. <br />1. Nuisance Code <br />8-1.0]., Subd. 2. Junk, Trash, Rubbish and Refuse. Subdivision <br />2. Junk, Trash, Rubbish and Refuse. In any area within the City <br />the storage or accumu]•ation of junk, trash, rubbish or refuse of <br />any kind, except refuse stored in such a manner as not to create a <br />nuisance for a period not to exceed thirty (30) days is illegal. The <br />term "junk" shall include parts of machinery or motor vehicles.,. unused <br />stoves or other appliances stored in the open, remnants of wood, decayed, <br />weathered or broken construction materials no longer suitable for safe, <br />approved building materials, metal or any other material or cast-off <br />material of any kind whether or not the same could be put to any <br />reasonable use. The exception to this is the storage of leaves, grass <br />clippings and plant trimmings (not including fruits and vegetables) in <br />accordance with sections 9-2.04, Subdivision 2(k) and 9-4.01, Subdivision <br />3(k The compost shall be maintained accordin to acce ted composting <br />practices for the residential yard as described by the most .current <br />University of Minnesota Extension Service publication <br />2.
