(attaeb additioasl s~st• a~ aacassar~)t <br />Mrs. Horton recently broke her leg and requires a wheelchair ramp <br />to enter and exit her home for the next three to twelve months. <br />The City Zoning Code, 9-2.05, Subdivision 2(a) requires a variance <br />to construct a wheelchair ramp in the front yard. The front yard <br />is the only suitable location for the ramp because the angle of <br />steps, the location of the garage and the narrow gate prohibit <br />construction of a ramp in the rear yard. The ramp is wood, <br />sixteen (16) feet long and four (4) feet wide. It extends from <br />the front entrance within twelve (12) feet to~fifteen (15) feet <br />of the public sidewalk. <br />The City Planner verbally granted a temporary variance to Mr. <br />Horton on September 15, 1989 due to the emergency hardship. It <br />was decided that the intent of the Code, 9-1.01(a) "to protect <br />and promote the health, safety, and comfort of residents" covered <br />this situation. Without the ramp, Mrs. Horton would be trapped <br />in her home in a fire. The Chairman of the Planning Commission <br />was informed of this action. <br />The City notified the adjacent property owners of the variance <br />request.
