LARPENTEUR AVENUE FALCON HEIGHTS, MN 55113-5594 PHONE (612) 644-5050 FAX (612) 644-8675 <br />August 28, 1989 <br />MEMO T0: Planning Commission <br />FROM: Susan Hoyt Taff, City Planner <br />SUBJECT: Summary of the Draft Comprehensive <br />Light Rail Transit (LRT) <br />Plan for Ramsey County <br />The draft Light Rail Transit (LRT) Plan. for Ramsey County put out by the <br />Ramsey County Regional Railroad Authority proposes an alignment through <br />Falcon Heights. <br />A PUBLIC MEETING WILL BE HELD ON THE PLAN AT 7:00 P.M., SEPTEMBER 12, 1989 <br />AT CITY HALL, FALCON HEIGHTS. <br />• The purpose of Light Rail Transit is to reduce the need for road construction <br />or expansion. Light Rail Transit is a transportation system that uses <br />steel wheeled vehicles that run on tracks and are powered by overhead <br />electrical wires. LRT vehicles can be operated singly or connected together <br />in trains. Only one operator is needed, regardless of the number of <br />vehicles connected together. LRT can operate in many different environ- <br />ments but, in modern systems, LRT typically operates in its own right-of-way. <br />Since it is not competing for space with other vehicles, LRT service is <br />faster. LRT lines can be found along freeways, in railroad rights-of-way, <br />and in reserved corridors along city streets. LRT is the trunkline portion <br />of a transit system. It must be supported by a feeder bus system that brings <br />pasGengers to stations, and by park/ride facilities at selected stations <br />where car users can park and take LRT to their destinations. LRT stations <br />are located at bus transfer points along the line. <br />Key points in the plan are: <br />1. Six corridors in Ramsey County where LRT should be constructed <br />in the next 20 years. <br />2. Ninety-eight thousand to 112,000 people per day are projected <br />to ride the LRT in Ramsey County by 2010. <br />3. Estimated cost is $756 to $896 million. <br />• 4.
