CEP 08 '^09 16~~1 trF«A

P.2
•
T0: David Slack
FROM: Anne Carroll"--
kE: Comments on mater_'als for 9/11/89
San Francisco...)
DATE: 9/8/89
Council]. Minutes: Thanks for these !
PC meeting (for which I will be in
Item C, rtes: No changes. I'm pleased the PC moved to amend the CU ?e_+-mit.
Good idea to review 9.n three months, tac.
Item D, Swimming pool ordinance
. As l recall we've ~dscussed t'tLS before and this version reflects a variety of
anges; generally loolsrine to me, except:
Correction: Pg 93, item 3a, "No pool shall not be"?? Delete "not"?
. Question: Pg. 97, item D.7.2: "Ln the alternative" means what? As an
alterna~.ive?... "befenced". Also, ff we allow perimeter fencing, we sh.ouid
clarify: l) meeu same height requirements as fn 7.1, 2) say "entire
perimeter", and 3) for final sentence, use language like "any svrimming pool
fence and gates" or something ~o clarify that both pool and perimeter fences
are included jn regulation.
. Item D.7.3: "corrosicr_esis ~ .-:°"
. Item D.7.3: ~iruno the wcoc. -.aineer (pnD., F.E.) says if the posts are
made of wood you should ~ use concrete bases. Reference to decay
and corrosion. resistant mate_-__.!s as appropriate, but for bases he
recommends something like cc:~aacted pea gravel which allows water to
drain. If concrete is used, i~ will retain. water and cause even decay
resistant {treated) wcad tc decay. Concrete can be used as an anchor to
reduce the necessary depth of the post, BUT if this Is done, the concrete
can't surround the BASE of the posi, because the wood will shrink and
water will infiltrate; i.e., ycu must use the wood and concrete in such a
way that water can drain out.
*** I trust such fence construction as subject to a bldg permit, so that
~~~ it's constructed properly; ii not, and ii we care to use regulations to
help that such a fence really does prevent a child from drowning, we
must include more specific construction requirements and/ar references
Item E.1: Compc~s-ting recommendations
. Question/Comment: Is a compost "area" an accessory structure and therefore
subject to the seiback requrements? If noi, the language in the various
sections should separate areas from structures and treat them accordingly.
. Question/Comment: If we're going to refer to UofM standards, we need to
clarify what department/division/group w/in the U has jurisdiction -- like
Extension or whomever...
Item E.2: T.RT Plan
. just for the record, I've never been in favor of the version of LRT
w/overhead electrical lines; i.f this is the only version under consideration,
one of my major objectives would be to minimize the number of residential
•
•
