There are 26 residential properties that abut Lindig Street. Parking policy requires signatures <br />from 75% of the owners (rounded up), or 20 signatures. Therefore, the petition is valid. <br />• Staff study: For some time the City has been aware that non-resident parking was having an <br />impact on Lindig. A 2-hour restricted zone was established in response to the problem. Since <br />then, Staff have informally observed the street to be "parked up" for several hundred feet north <br />of the restricted zone most weekdays. This confirms what residents have reported. Parking is <br />generally available in the northern third of the street. <br />The week of September 20, 2004, Staff counted the parked cars on Lindig at various times <br />during the morning. Cars in the two hour zone and those parked at the north end (beyond the <br />first open stretch of 2 or more unoccupied parking places) were not counted. The counts were: <br />Monday - 17, Tuesday - 22, Wednesday - 15, Thursday 19, Friday 11. <br />Additional observations: <br />• In the section of street that was heavily parked, there were at most 2 vacant on-street parking <br />spaces available when Staff inspected Lindig. <br />• At no time did Staff see the whole of Lindig parked up. Except during the State Fair and <br />other fairground events, there were always spaces available at the north end of the street, <br />although these are a considerable distance from the homes and apartments at the south end of <br />the street. <br />• Some of the homes have 2-car garages and wide parking aprons, but many homes are older <br />and have limited off-street parking, especially in the section of Lindig that is most affected. <br />• It is difficult for two cars to pass each other where there is parking on both sides. This could <br />• be a public safety issue, especially if emergency vehicles need to get to the north end of the <br />street. <br />• All northbound traffic on Lindig must turn around somewhere. Although there is a wide area <br />for turning north of 1783 Lindig, drivers have been observed using private driveways or <br />making 3-point turns in the street to get back out to Larpenteur. <br />Comments From Residents: Although they were not included in the petition, residents on the <br />existing restricted zone, including apartment residents at 1707 Lindig, have contacted the City to <br />express their support for the petition and for making the permit zone cover the whole length of <br />the street. Residents often additional homes or apartments at the south end of Lindig informally <br />added their names to the petition. No one has contacted Staff directly to express opposition to <br />permit parking on Lindig. <br />Analysis• <br />• Staff observations support the allegation that non-residents are consistently using Garden <br />Avenue to park for access to the University of Minnesota. <br />• Staff finds that non-resident parking is having an impact on the Lindig residences least able <br />to accommodate off-street parking, creating a hardship for those residents. <br />• The available parking at the north end of Lindig is as far as 800 feet away from residents at <br />the south end, which creates a hardship for residents in lack of parking for their visitors. <br />• <br />Staff Report: Permit Parking on Lindig September 28, 2004 Page 2 of 3 <br />
