Planning Commission <br />2/25/03 <br />ITEM: Interim Use Permit for the Twin Cities Co-ops Federal Credit Union <br />SUBMITTED BY: Heather Worthington, City Administrator <br />Deborah Jones, Planning and Zoning Coordinator <br />REVIEWED BY: Roger Knutson, City Attorney <br />EXPLANATION: <br />Summary: At its February 4th meeting, the Planning Commission voted unanimously to <br />recommend to the City Council approval of the ordinance establishing IUP's as planning tools in <br />the City Code and farmer's markets as a legal interim use in the B-2 zone. Subsequently, the <br />City Council voted unanimously to approve the ordinance. The next step in this process is for <br />the Planning Commission to make a recommendation to the City Council on the Farmer's Market <br />IUP itself. <br />Staff has communicated with the representatives of the Twin Cities Co-ops Federal Credit Union <br />and the St. Paul Farmer's Market to discuss their needs, and the concerns of the residents who <br />• attended the public hearing on the ordinance. Using notes from that meeting, including the <br />videotape of that meeting, staff has drafted an IUP with help from the Planning Commissioners <br />themselves. This IUP is attached for your perusal and comment tonight. <br />Major issues such as parking and sale of specific items has been addressed. Additionally, there <br />is a mechanism for review of the permit after one season, and requirements that the owner of the <br />property take certain steps to ensure that the property is cleaned thoroughly after the market, and <br />adequate parking is provided. To this end, the city has offered the parking spaces available at <br />city hall (50) for use by Twin Cities Co-ops Federal Credit Union employees on Tuesdays. This <br />will not present any problems for our staff-eight spaces being adequate for our use on Tuesday <br />mornings. <br />ATTACHMENT: <br />Draft of IUP <br />ACTION REQUESTED: <br />Open Public Hearing <br />Take Testimony <br />Close Public Hearing <br />Discussion <br />Recommend approval of the IUP to the City Council <br />• <br />
