~~~ MEMORANDUM <br />Butler Square Building, Suite 710C, 100 North 6th Street, Minneapolis, MN 55403-1505 612.758.6700 612.758.6701 FAX <br />• <br />TO: Ms. Heather Worthington, Falcon Heights City Administrator <br />FROM: Dan Cornejo, SEH Director of Community Planning Services <br />DATE: January 29, 2003 <br />RE: Review of Preliminary PUD General Plan Submittal for Falcon Heights Town <br />Square <br />SEH No. AFAL000101.00 <br />PURPOSE <br />The purpose of this memorandum is to provide my comments on the PUD General Plan <br />Submittal submitted by the development team (Sherman Associates, ESG Architects, Alliant <br />Engineering.) for Falcon Heights Town Square, amixed-use redevelopment to be located at the <br />SE corner of Snelling and Larpenteur Avenues. My comments will reference both the <br />Development Concept/LTrban Design Guidelines prepazed by SEH, at your direction in February, <br />• 2001, as well as the PUD provisions of the Falcon Heights City Code, Chapter 9-Planning and <br />Development, Part 16. <br />GENERAL COMl~~NTS <br />Submittal Requirements <br />The submittal included the required Certified Survey, Site Plan, Grading and Storm Water <br />Drainage Plan, Utility Plan and Fire Protection Plan, Landscape Plan, and Building Plans for the <br />Multi-Family/Retail Building and the Seniors Housing Building. <br />Missing were the: (1) Sign Plan, and (2) Building Plans for the Townhouses. <br />Adherence to the Development Concept/Urban Design Guidelines <br />This submittal presents an exciting and bold mixed-use planned unit development that strongly <br />adheres to the adopted Development Concept in terms of the desired uses, development intensity, <br />and pazking. In every way, it appears to be the "exciting, pedestrian- and transit-oriented <br />redevelopment project of moderate density that enriches community life in Falcon Heights" <br />called for. As described in the project narrative submitted by the development team, Falcon <br />Heights Town Square will include a mix of uses, including retail, restaurant, apartments, and <br />townhomes. A transit shelter will be included in the project at the Arona Street stop. Major <br />features of the new development include: <br />^ 116-119 multifamily rental units with underground parking (174-176 spaces); <br />^ 12,000 square feet of retail space; <br />Short Elliott Henddckson Inc.
