Planning Commission <br />3/25/03 <br />Item 1 <br />ITEM: Consideration of the P.U.D. Zoning for the Southeast Corner <br />Redevelopment <br />SUBMITTED BY: Deborah Jones, Zoning and Planning Coordinator <br />REVIEWED BY: Heather Worthington, City Administrator <br />EXPLANATION: <br />Summary: The next official step in the redevelopment of the Southeast Corner of Snelling <br />and Larpenteur is the rezoning of the land as a Planned Unit Development (P.U.D.). At <br />present the parcels are zoned B-3, which is the designation Falcon Heights uses for the <br />Snelling/Larpenteur Business District. P.U.D. zoning allows for the kind of mixed-use <br />development planned for this site by specifying "tailor-made" permitted uses, building <br />requirements and other conditions. The P.U.D. is created by an ordinance amending the City <br />Code. <br />The P.U.D. ordinance includes the comprehensive plan for the development, which is the <br />• 11" x 17" packet of drawings and documents you are receiving now. Please refer also to the <br />original narrative you received with your materials for the February 4 meeting; there is no <br />new narrative with this set of plans. <br />Before your meeting on Tuesday, March 25, commissioners are invited to go over the plans <br />with a "fine tooth comb" and make note of any remaining issues that should be of concern for <br />the City. To help you, we have also enclosed two valuable reviews of the P.U.D. One is by <br />Dan Cornejo, the City's consultant on the SE Corner project. Appended to that review is a <br />staff note outlining some additional feedback from Dan on points that have arisen since the <br />February 20 public meeting. <br />The other review is the CPTED review (Crime Prevention Through Environmental Design) <br />provided by Margot Fehrenbacher of St. Paul's Department of Planning and Economic <br />Development. This document addresses several security and public safety issues which the <br />City will take up with the developer before Tuesday's meeting. The City Administrator will <br />give you an update at that time. <br />After the presentation by Administrator Worthington, the public hearing will be opened and <br />comments will be taken from those who wish to speak.
