• MEMORANDUM To: Members of the Planning Commission CC: Heather Worthington, City Administrator; Peter Lindstrom, Council Liaison From: Deb Jones, Staff Liaison Subject: Planning Commission Meeting and Public Hearings of May 27, 2003 Date: May 23, 2003 We have a couple of significant agenda items this month. Each one requires a hearing The first item is a petition for permit parking on Garden Avenue. The details are in the staff report and accompanying documents. Staff does not support this petition. We expect most of the neighbors to attend the hearing, including quite a few from the adjacent streets whom we have not yet heard from. You will vote on a recommendation after the hearing closes and before taking up the next item. • The second item is the matter of the new Dino's Restaurant proposed for the site presently occupied by Embers. This has come on the City in rather a hurry, and we have had to put this on a fast track because it is so intertwined with the SE Corner project. There are two pieces to the Dino's issue. One is a fairly straightforward application for variances. These are reasonable and fairly minor, and staff supports the granting of them. These particular variances have aroused very little public comment. On the other hand, the loss of Embers, the fact that the new Dino's includes adrive-through, anxieties about traffic already cutting through the neighborhood -all these have aroused a lot of concern and comment. I have made up a separate sub-packet on these non-variance issues for your information, with a separate cover memo. Because the people who attend the hearing on Dino's are likely to be more concerned with the non-variance issues, and because the distinction may not be clear to them, Heather and I are prepared to spend some time before the hearing addressing the non-variance concerns and presenting the results of the traffic study done this past week, for your information and for the residents that will attend the hearing. We also plan to schedule some additional neighborhood meetings around the traffic and similar concerns. Only the variances require Planning Committee action at this time. Heather and I are trying to contact each of you by phone before Tuesday in order to listen to any concerns you may have and answer your questions.
