9-1.01 <br />CHAPTER 9. PLANNING AND DEVELOPMENT <br />• PART 1. PURPOSE, INTERIM RULES AND DEFINITIONS <br />9-1.01 Purposes and Intent <br />Subdivision 1. The purpose and intent of this Chapter is to: <br />a. Protect and promote the health, safety, comfort, convenience and general <br />welfare of the people who are citizens of, reside in, transact business in or own <br />property in the City of Falcon Heights; <br />b. Divide the City into zones and districts to restrict and regulate therein the <br />location, construction, reconstruction, alteration and improvements of land and <br />structures and thereon; <br />c. Promote the orderly development of the residential, business, industrial, <br />recreational, and public uses; <br />d. Provide adequate light, air, and convenience of access to property; <br />e. Limit congestion in the public rights-of--way; <br />• f. Prevent overcrowding of land and undue concentration of structures by <br />regulating the use of land and buildings and the bulk of buildings in relation to the <br />land and buildings surrounding them; <br />g. Provide for the compatibility of different land uses and the most appropriate <br />use of land throughout the City; <br />h. Stage development and redevelopment to coincide with the availability of <br />necessary public services; <br />i. Protect the character and maintain the stability of residential, business, and <br />commercial and industrial areas within the city, and prohibit uses, buildings, or <br />structures which are incompatible with the character of development in such <br />areas; <br />j. Provide adequate privacy <br />k. Provide protection against fire, explosions, obnoxious fumes, and other <br />hazards in the interest of public health, safety and comfort; <br />1.
