9-13.06, 13.07 <br />9-13.06 Automobile Service Stations (Motor Fuel Stations and Drive-in Establishments) <br />As permitted and regulated by applicable provisions of this chapter. Use and <br />development standards shall be as outlined in Section 9-16. <br />9-13.07 Private Automobile Repair and Reconditioning. Private automobile repair may <br />be conducted in residential zones subject to the following conditions. <br />Subdivision 1. Definitions. As used herein: <br />a. "Minor Repair" means common maintenance including oil and filter change; <br />battery or tire change; mounting of tires on rims; auto tune-up; replacing car <br />lights, anti-freeze, hoses, thermostats, manifolds and pipes. <br />b. "Major Repair" means rebuilding, overhauling, or reconditioning of engines, <br />motor vehicles or trailers including body, frame or fender straightening or repair, <br />painting, and vehicle cleaning by steam or automatic car washing devices. <br />Subdivision 2. Vehicle Registration Automobiles on which repair work is done must be <br />registered to the owner or occupant of the property. <br />• Subdivision 3. Location <br />of Repair Work In R-l, R-2, R-3, and R-4 residential districts <br />minor repair work may be done in a private garage, a garage attached to a dwelling unit, <br />or on an improved driveway surface; and major repair work may be done in a private <br />garage, a garage attached to the dwelling unit, or, if a permit is obtained from the city <br />zoning administrator, on an improved driveway surface. In an R-4 zone, the location of <br />major and minor repair work shall also be governed by regulations of the property owner. <br />Subdivision 4. Hours. Except as herein provided, major and minor repair work may be <br />conducted between the hours of 8:00 a.m. and 8:00 p.m. <br />Subdivision 5. Permit. Where an automobile repair permit is required, an application <br />shall be made on forms provided by the city zoning administrator. Automobile repair <br />permit shall expire ten (10) days after issuance unless extended for five (5) additional <br />days by the city zoning administrator. Further extensions shall require approval of the <br />city council. <br />Subdivision 6. Nuisance. In no event shall major or minor repair work be conducted in <br />a manner that creates an unreasonable disturbance for the owners of adjacent or near-by <br />property. <br />22 <br />
