<br />5.4.5 Non-Point Source Reduction <br />5.4.5.1 Non-Point Source Reduction Goals <br />Reduce non-point source pollution loads to City water bodies. <br />5.4.5.2 Non-Point Source Reduction Policies <br />Policy WQUAL2a: Require adherence to the Ramsey County Soil <br />Erosion and Sediment Control Handbook for all construction sites within <br />the District. Revise Storm Water Ordinance to reference this handbook. <br />Policy WQUAL2d: Require on-site detention basins or alternative <br />effective BMPs on all new development sites and redevelopment sites as <br />required by the City's Stonn Water Ordinance. <br />Policy WQUAL 2e: Require NURP or similar criteria for wet detention <br />ponds. <br />Policy WQUAL2£ Require the use of effective nonpoint source <br />pollution reduction BMPs in development projects. <br />Policy WQUAL 2h: Create and provide education to residents and <br />business on nutrient reduction, sediment reduction and other sources of <br />non-point source pollution, as consistent with City's MS4 Permit. <br />5.4.6 Retrofitting Existing Systems and BMPs . <br />5.4.6.1 Retrofitting Existing Systems and BMPs Goals <br />Require retrofitting of existing storm water management facilities and <br />BMPs where necessary to achieve the CRWD's water quality standards. <br />5.4.6.2 Retrofitting Existing Systems and BMPs Policies <br />Policy WQUAL3a: Look for retrofitting opportunities with public <br />improvement projects. <br />Policy WQUAL3b: Incorporate the use of BMPs in redevelopment <br />initiatives. <br />Policy WQUAL3d: Inspect and maintain all components of the storm <br />water management system. <br />5.4.7 Flood Control <br />5.4.7.1 Flood Control Goals <br />Preserve existing flood levels on City water bodies at or below the 100- <br />year flood elevations. <br />5.4.7.2 Flood Control Policies <br />Policy WQUANlb: Restrict the construction of structures within the <br />100-year flood elevation of water bodies within the City. <br />TComprehensive Plan UpdateT <br />City of Falcon Heights <br />Policy WQUANlc: Require water quantity control practices on all new <br />development and redevelopment to preserve existing 100-year elevation. <br />AFAL000701.00 <br />Page 36 <br />
