5.4.11.2 Infiltration Policies <br />Policy GWQP2a: Incorporate infiltration techniques into City storm <br />water management projects. <br />Policy GWQP2b: Encourage infiltration on development and <br />redevelopment sites in the District. <br />5.4.12 Stewardship <br />5.4.12.1 Stewardship Goals <br />Cooperate and coordinate with the CRWD to implement `Major Area VI <br />-Stewardship' of the CRWD Water Resources Management Plan. <br />5.5 Storm Water Management Plan Implementation <br />5.5.1 Implementation Priorities and Cost <br />The implementation plan includes information on plan amendments and <br />financing alternatives. At this time the City does not have any storm <br />water issues included in their capital improvement plan. The City will <br />continue to cooperate and coordinate capital improvement projects with <br />the Capitol Region and the Rice Creek Watershed Districts as the <br />Districts add projects within the City to their Plans. At this time no <br />specific projects have been identified in their Plans. <br />Paying for water management projects and administrative activities has <br />become more complex in recent years. In the past, special assessments <br />against benefited properties financed most of the necessary • <br />improvements. However, the financial options have broadened <br />considerably. The question is, which method(s) best suits the needs of <br />the City. The major categories of funding sources are: Ad Valorem <br />Taxes; Special Assessments; Storm Water Utility; and Grants as <br />summarized below. <br />^ Ad Valorem Tax <br />^ Special Assessments <br />^ Trunk Storm Sewer/Development Fees <br />5.5.2 Amendment Procedures <br />The Falcon Heights WRMP is intended to extend through the year 2017. <br />For the plan to remain dynamic a means must be available to implement <br />new information, ideas, methods, standards and management <br />Amendment proposals can be requested any time by any person or <br />persons either residing or having business within the City. <br />5.5.2.1 Request for Amendments <br />Written requests for plan amendment are submitted to the City staff.
