improved as the community's only major commerciaUshopping center as well as a <br />junction of vibrant neighborhoods. It is intended that the core maintain its mixed use <br />character, including transit-oriented housing, that it be upgraded and redeveloped, as <br />appropriate, to improve its accessibility and its commercial viability as a community <br />retail area, while meeting standards of design that are consistent with the City's goals. <br />It is the intent of the City that the core continue to provide limited retail trade, business <br />services and offices to satisfy the needs of the immediately surrounding community and <br />complement the adjacent residential areas. Some uses which draw from a larger market <br />area are permissible provided they do not have the potential for negative impacts on <br />adjacent residential property. (Warner Stellian Appliances, The Source Comics and <br />Games and Central Pediatric Clinic are existing examples of "destination" uses in scale <br />with this location.) <br />It is further intended that each individual quadrant of the core be planned and developed <br />as an integrated unit or cluster of shops, businesses, and -where appropriate -residences <br />that are capable of functioning as a unit and sharing parking to the maximum degree <br />possible. The City will consider housing-only redevelopment in the southwest quadrant <br />as long as it is compatible with the transit-oriented, urban character of the other three <br />quadrants and provides a significant share of the City's housing needs projected by 2030. <br />Activities and improvements that will be considered for the Snelling/Larpenteur <br />Commercial core include: <br />• <br />• Establishment of sign and design guidelines for improvements throughout the <br />Core. [Was this done?J <br />• Placement of electrical and telephone utilities underground. <br />• Planning and implementation of parking, circulation, lighting and landscaping <br />improvements. <br />• [Healthy living enhancements to be added to this list) <br />Neighborhood Convenience Commercial (B-11. Located at the extreme eastern <br />boundary of the City of Falcon Heights and on small parcels scattered along Larpenteur <br />Avenue, these existing retail goods and service areas are intended to continue to provide <br />only limited service to relatively small market areas. They are not intended to expand <br />beyond their present boundaries and any changes in use are intended to be dealt with on a <br />case-by-case basis by Conditional Use Permit. [?] These centers generally consist of <br />freestanding buildings which function independently of one another. <br />Limited Business (B-21. These areas are primarily intended to accommodate a limited <br />array of service establishments including governmental, professional and general office <br />and studio uses and banks and fmancial institutions.
