• 1.2 Scope of Plan Update <br />The approach used for this plan update started with an assessment of <br />existing transportation, sanitary sewer, and storm sewer system condition <br />and an evaluation of the City's needs. Current and future needs were <br />evaluated over a 20+-year planning period extending to the year 2030. <br />A review and evaluation of the existing transportation system is provided <br />in Section 2. A review and evaluation of the existing sanitary sewer <br />system is provided in Section 3, which also includes a summary of <br />recommended sanitary sewer system improvements. <br />A review and evaluation of the existing storm sewer system is provided <br />in Section 4. A recommended storm water management plan is also <br />provided in this section. Section 5 provides the recommended Goals and <br />Policies for the City. <br />As a result of needs changing over time, the City's planning process for <br />the transportation, sanitary sewer, and storm water management will be <br />continuous. Long-term projections and improvements provided in this <br />plan update should be reviewed, re-evaluated, and revised, as needed, to <br />assure effective future planning efforts. Proper future planning will help <br />assure that infrastructure improvements are coordinated and constructed <br />in the most effective manner. <br />• 2.0 Transportation System <br />The transportation plan is a key part of the City's Comprehensive Plan as <br />it covers all modes of transportation, including highways and roads, <br />bicycles and pedestrians, transit, and aviation. This plan expresses the <br />location, limits, function, and capacity of all facilities in the City of <br />Falcon Heights. <br />2.1 Highways and Roadways <br />The City of Falcon Heights is afully-developed suburban community <br />with awell-established roadway network. MnDOT has jurisdiction over <br />Snelling Avenue (TH 51), Ramsey County has jurisdiction over the <br />County State Aid Highways (CSAH) and the county roads, and the City <br />has jurisdiction over the rest of the roadways in the city. <br />2.1.1 Functional Classification System <br />The existing functional classification system as defined by the Met <br />Council is reported in Figure 2, on page 5. Snelling Avenue, Larpenteur <br />Avenue, and Cleveland Avenue are "A" minor arterial roadways. <br />Fairview Avenue, north of Larpenteur Avenue and Hamline Avenue, <br />north of Larpenteur and Como Avenues are "B" minor arterial roadways. <br />Roselawn Avenue and Hamline Avenue, south of Larpenteur Avenue are <br />collector roadways. All other streets in the City are local roadways.
