<br />2.1.4 Roadway Safety <br />Roadway crash data related to the City of Falcon Heights were obtained <br />using the Minnesota Crash Mapping Analysis Tool (MnCMAT). <br />Locations of reported crashes during 2003 through 2005 are displayed <br />graphically in Figure 3, on the previous page. During this period a total <br />of 331 crashes were reported. Of these, 82 percent occurred on minor <br />arterials traversing the City including Cleveland Avenue, Larpenteur <br />Avenue, and Snelling Avenue. The highest frequency of crashes <br />generally occurred at the highest volume intersections. <br />Intersections that experienced an average of five or more crashes per <br />year are: <br />^ Snelling Avenue at Larpenteur Avenue. <br />^ Snelling Avenue at Roselawn Avenue. <br />^ Larpenteur Avenue at Cleveland Avenue. <br />^ Larpenteur Avenue at Hamline Avenue. <br />A more rigorous investigation of crash rates, types, and severity is <br />suggested prior to drawing conclusions regarding appropriate corrective <br />measures. As improvements in these corridors are considered, these <br />safety concerns should be explored more thoroughly. <br />2.1.5 Operational and Facility Concerns • <br />An assessment of the existing and forecast operational concerns through <br />the community have been completed using the traffic forecast data, crash <br />data, and coordination with Ramsey County and MnDOT. <br />2.1.5.1 Existing and Forecast Congestion Issues <br />Capacity deficiencies are identified in Figure 2, on page 6. Snelling <br />Avenue is the only minor arterial with a projected deficiency. Snelling <br />Avenue crash history indicates a relatively high frequency of crashes. <br />Many of these are suspected to be related to congestion experienced in <br />the corridor. <br />2.1.5.2 Planned Improvements <br />For the "A" minor arterial roadways, Figure 1 shows existing and <br />proposed number of lanes. Basing the additional lanes needed in the <br />future condition on the 2030 forecast Snelling Avenue is the only <br />roadway that may require some capacity improvements. Generally, the <br />existing road network through the City should adequately serve traffic <br />demands in the City to 2030. <br />There are no planned improvements to the City's roadways that would <br />increase the capacity. The City does have an aging roadway network <br />that will require maintenance and some neighborhood roadways maybe <br />reconstructed in the planning timeframe. <br />2.1.6 Special Use Areas • <br />The State Fairgrounds are located in the southeast part of the city.
