VI. Economic Development/Redevelopment <br />The City of Falcon Heights has virtually no privately owned vacant land available for <br />development. Already small in population, size and geographic area and having limited <br />tax base, it is prudent for the City to continue taking advantage of opportunities to <br />collaborate with and create partnerships with other government entities to provide a full <br />range of high quality public services. <br />If University of Minnesota policies change so as to allow the sale of land for private <br />development, there could be a substantial opportunity for the development of <br />approximately 102 acres between Larpenteur and Roselawn Avenues east of Fairview. In <br />this case it will be the City's intent to assume regulatory authority and encourage <br />developments that are consistent with the goals and policies of this Comprehensive Plan. <br />Such development will be designed to be a walkable, vibrant urban neighborhood, <br />incorporating housing, business and retail areas, parks and trails, accessible to transit and <br />respecting the urban/rural open space character that is highly valued by the City's <br />residents, especially adjacent to existing neighborhoods. The same principles will apply <br />to any State Fair land south west of the Snelling and Larpenteur intersection, should this <br />land be sold for development. <br />• Economic Development Goals and Policies <br />Economic Development Goals <br />1. To continue the growth of the City's tax base by maintaining and upgrading the <br />existing housing stock, redeveloping blighted areas, rehabilitating deteriorating <br />buildings and properties, retaining businesses and improving aesthetics. <br />2. To guide any future private development of University of Minnesota lands and the <br />State Fairgrounds lands west of Snelling Avenue according to the values and <br />objectives of this comprehensive plan. <br />Economic Development Policies <br />1. Encourage growth in tax base through upgrading of retail centers and small business <br />zones <br />2. Encourage high quality urban design that incorporates attractive, safe and <br />walkable/bike-able spaces. <br />3. Plan for the possible expansion of limited and neighborhood business and mixed <br />business and residential use along Larpenteur Avenue, west of Snelling Avenue as <br />designated on the Comprehensive Land Use Plan. <br />4. In the event that a portion of the State Fairgrounds property becomes available for <br />development over the life of the plan, allow mixed use development near the <br />• Snelling/Larpenteur commercial core that provides services to residents and to the <br />University of Minnesota and State Fairground users. <br />Falcon Heights Comprehensive Plan Draft January, 2008 Page IV - 11 <br />Part IV: Parks, Community, Economic Development, Implementation, Appendices <br />
