II. Land Use and Housing <br />"Planning" means the scientific, aesthetic and orderly disposition of land, resources, <br />facilities and services with a view to securing the physical, economic and social <br />efficiency, health and well-being of urban and rural communities. " <br />- Canadian Institute of Planners <br />Even in afully-developed city like Falcon Heights, where land uses are long established, <br />change will come. The purpose of this land use plan is to provide public policy to guide <br />that change, to serve the needs of all sectors of the community and to build a safe, <br />healthy, sustainable, secure and prosperous environment in the city. The Falcon Heights <br />comprehensive land use plan seeks to identify both opportunities and constraints, to <br />identify and take into consideration the land use preferences of residents and landowners, <br />and to establish community plarming and design priorities for private development and <br />public facilities for the next twenty years. <br />1. General Land Use <br />. Falcon Heights is a fully developed inner-ring suburb. Over half of the City's land is <br />occupied by large public institutions not subject to the City's land use controls. The City <br />is otherwise largely residential, with clearly defined neighborhoods and limited business <br />and commercial areas. <br />• Approximately two-thirds of Falcon Heights 1,400 acres is comprised of University <br />of Minnesota lands and the Minnesota State Fairgrounds. A substantial portion (267 <br />acres) of the University's property is used for agricultural research. <br />The City of Falcon Heights has no industrial development. <br />• The City contains no lakes, streams, wetlands or protected waters except those found <br />on University property. <br />Figure 5 shows 2005 land use, using Metropolitan Council categories, for Falcon Heights <br />and adjacent portions of Roseville, Lauderdale and St. Paul.
