• Future Directions <br />Axis of Redevelopment: The Larpenteur Corridor <br />Larpenteur and Snelling have the potential to become vital arteries within the community, <br />connecting rather than dividing neighborhoods and commercial areas. It is the City's <br />intention to focus on that potential over the lifetime of this plan and to aim future <br />development in the City toward realizing that vision of connection. Higher density, <br />transit-oriented housing, including life-cycle housing, along Larpenteur Avenue will be <br />part of that vision. Commercial development will be integrated with the <br />Snelling/Larpenteur commercial core and must contribute to a viable community oriented <br />city center. Above all, development must be balanced with preservation of the open <br />landscapes that residents value so highly. <br />The City intends to give priority to development along Larpenteur Avenue that provides <br />homes, destinations and necessities for local residents and incorporates strong pedestrian <br />and local traffic connections both to surrounding residential neighborhoods and to <br />existing commercial districts. Highway-oriented "strip-mall" type development will not <br />serve this vision and will not be considered appropriate for Larpenteur Avenue within <br />Falcon Heights. A comprehensive corridor study of both Snelling and Larpenteur, with <br />ample opportunity for public participation, is recommended as part of the implementation <br />• of this plan, before any significant redevelopment is initiated along the Larpenteur <br />Avenue corridor in Falcon Heights. <br />Larpenteur/Cleveland Civic, Cultural and Recreational Precinct <br />Finally, it is the City's intention to promote the evolution of the Cleveland/Larpenteur <br />district as a precinct of civic, recreational and cultural activity for both the City and the <br />wider metropolitan community, in partnership with the public and non-profit institutions <br />that own the surrounding lands. <br />With the planned construction of the new Bell Museum of Natural History at the <br />southwest corner of Larpenteur and Cleveland, and a proposed expansion of the Ramsey <br />County Historical Society's operations at the northwest corner, including Gibbs Museum <br />of Pioneer and Dakota Life, the City of Falcon Heights will be home to two popular <br />metropolitan area museums in 2010. <br />The City intends to encourage compatible improvements on public and private land in <br />this growing recreational and cultural nexus surrounding the Cleveland/Larpenteur <br />intersection. The City intends to work with the surrounding property owners, adjacent <br />cities and Ramsey County to improve pedestrian safety and access, to maintain and <br />expand trail and bikeway access among the amenities in the area, and to meet the parking <br />• needs of the expected visitors to the area. <br />Falcon Heights Comprehensive Plan 2008 Draft -January, 2008 Part II: Land Use & Housing, Page II-17 <br />
