• 4. Continue to support rental assistance programs through the Metropolitan Housing and <br />Redevelopment Authority Section 8 Program. <br />5. Encourage home ownership by participating in community land trust programs, as <br />opportunities and funding allow, to keep a proportion of homes affordable. <br />6. Monitor and maintain the quality of rented single-family housing by requiring <br />registration and regular inspection of rental housing. <br />7. Space group homes in residential districts with not less than 1/2 mile between homes, <br />as allowable by state statutes. <br />s. Continue to eliminate zoning code violations and nuisance conditions that adversely <br />affect neighborhoods. <br />9. Maintain the single-family character of the existing residential neighborhoods and <br />discourage redevelopment that maybe considered a change in use unless irreversible <br />blight can be demonstrated. <br />10. Allow the remodeling of existing residential structures and accessory uses without <br />adversely affecting the character of the neighborhood or substantially reducing <br />required open space. <br />l l . On transit routes, allow the replacement of existing medium-density multi-family <br />structures at equal or higher density, incorporating best practices for conserving green <br />space and promoting active living. <br />• 12. Enhance and upgrade the value of residential properties through street maintenance <br />and improvement programs that complement and enhance the residential character of <br />neighborhoods, including the addition of walkways and lighting. <br />13. Maintain the present mix of housing but consider a variety of housing types and cost <br />ranges if existing business or multi-family properties are redeveloped or if University <br />of Minnesota property becomes available. Establish design guidelines and standards <br />to ensure that any new development promotes good health and preserves public open <br />space. <br />14. Permit only compatible businesses adjacent to residential uses and in mixed <br />commercial-residential development, and place special conditions upon business uses <br />to assure compatibility when appropriate. <br />15. Require that any re-subdivision of existing lots on developed blocks in residential <br />areas conform to other lots within surrounding blocks, and be accessed in a similar <br />manner. <br />16. Continue to build the Neighborhood Liaison program, Community Emergency <br />Response Team and other community organizations for communication and security. <br />17. Encourage neighborhood connectivity by installing sidewalk systems and decorative <br />street lighting to make streetscapes more welcoming. <br />18. Continue to implement an aggressive shade tree program and replace removed trees <br />• as quickly as possible. <br />19.
