• Snelling/Larpenteur Commercial Core (B-3) <br />It is the intent of the City to see all four quadrants of the intersection of Larpenteur and <br />Snelling Avenues maintained and improved as the community's only major <br />commercial/shopping center as well as a junction of vibrant neighborhoods. It is intended <br />that the core maintain its mixed use character, including transit-oriented housing, that it <br />be upgraded and redeveloped, as appropriate, to improve its accessibility and its <br />commercial viability as a community retail area, while meeting standards of design that <br />are consistent with the City's goals. <br />It is the intent of the City that the core continue to provide limited retail trade, business <br />services and offices to satisfy the needs of the immediately surrounding community and <br />complement the adjacent residential areas. Some uses which draw from a larger market <br />area are permissible provided they do not have the potential for negative impacts on <br />adjacent residential property. (Warner Stellian Appliances, The Source Comics and <br />Games and Central Pediatric Clinic are existing examples of "destination" uses in scale <br />with this location.) <br />It is further intended that each individual quadrant of the core be planned and developed <br />as an integrated unit or cluster of shops, businesses, and -where appropriate -residences <br />that are capable of functioning as a unit and sharing parking to the maximum degree <br />possible. The City will consider housing-only redevelopment in the southwest quadrant <br />as long as it is compatible with the transit-oriented, urban character of the other three <br />• quadrants, preserves the historic TIES building and provides a significant share of the <br />City's housing needs projected by 2030. <br />Activities and improvements that will be considered for the Snelling/Larpenteur <br />Commercial core include: <br />• Establishment of sign and design guidelines for improvements throughout the <br />core. <br />• Placement of electrical and telephone utilities underground. <br />• Planning and implementation of parking, circulation, lighting and landscaping <br />improvements. <br />• Improvements that increase pedestrian safety. <br />Neighborhood Convenience Commercial (B-1) <br />Located at the extreme eastern boundary of the City of Falcon Heights and on small <br />parcels scattered along Larpenteur Avenue, these existing retail goods and service areas <br />are intended to continue to provide only limited service to relatively small market areas. <br />They are not intended to expand beyond their present boundaries and any changes in use <br />are intended to be dealt with on a case-by-case basis. These centers generally consist of <br />freestanding buildings which function independently of one another. <br />Limited Business (B-2) <br />These areas are primarily intended to accommodate a limited array of service <br />• establishments including governmental, professional and general office and studio uses <br />and banks and financial institutions. It is the City's intention to consider mixed use <br />including housing and neighborhood convenience retail businesses (as in B-1), in <br />Falcon Heights Comprehensive Plan 2008 Draft -January, 2008 Part II: Land Use & Housing, Page II-33 <br />
