4. Storm Water Management <br />Purpose of Storm Water Management Plan <br />The City has developed this Water Resources Management Plan (WRMP) section of the <br />City's Comprehensive Plan to meet regulatory requirements, and to plan for future <br />alterations in the existing drainage system due to redevelopment activities. The City is <br />within the Capitol Region Watershed District (CRWD), the Mississippi Watershed <br />Management Organization, and the Rice Creek Watershed District (RCWD), as shown on <br />Figure 9, on the following page. The CRWD completed its Stormwater Management Plan <br />in 2000, and the RCWD completed its Water Resource Management Plan in 1997. Since <br />the City is located entirely within two watershed districts that implement extensive <br />surface water management programs, and the lack of surface water features within the <br />City, the City wishes to use this section to serve as its local water plan. <br />The City will continue to work to ensure the City's Goals and Policies and Development <br />Standards are consistent with both Watershed Districts as the plans and rules are revised. <br />Most of the City is located within the Capital Region Watershed District, and the City <br />uses their plan and rules as a guide to implementing stormwater management policies <br />within the City. The City is completely developed with a mix of commercial, residential, <br />public, and open space uses. The public space consists of the University of Minnesota - <br />St. Paul Campus and the State Fairgrounds. • <br />Water Resource Management Agreements <br />Storm sewer maintenance agreements are in-place between the City and both MnDOT <br />and Ramsey County. <br />The agreement with MnDOT is for the Snelling Avenue reconstruction project through <br />Falcon Heights, and states that the City is responsible for storm sewer facilities located <br />outside the Snelling Avenue rights-of--way. The City is therefore only responsible under <br />this agreement for the Snelling Avenue East and West Frontage Road storm sewer <br />systems and their connections to the Snelling Avenue trunk line. <br />The agreement with Ramsey County states that the City has a responsibility for <br />maintaining the trunk storm sewer lines and connections from City storm sewer systems <br />for all County Road segments throughout the City. <br />• <br />Falcon Heights Comprehensive Plan 2008 Draft -January, 2008 Part III: Infrastructure, Page III-24 <br />
