A sign containing electrical wiring, but not including signs illuminated by <br />an exterior light source. <br />Electronic message sign. A sign which allows for periodic changes in copy or symbols by <br />electronic means. <br />Sec. 64.108. F. <br />Flashing sign. An illuminated sign on which the illumination is not kept stationary or <br />constant in intensity or color at all times when the sign is in use. An electronic message <br />sign is not considered a flashing sign. <br />Sec. 64.420. Advertising signs <br />(a) Advertising signs prohibited. No advertising signs are permitted in any zoning district <br />in the city. The purposes of this prohibition are to enhance views of the natural and built <br />environments of the city, to improve aesthetically the fusion of residential and <br />commercial areas, to promote community pride on the part of property owners, to <br />encourage beautification and investment in the city, to protect property values, and to <br />reduce cluttered and chaotic signage, which draws attention away from the identification <br />signs of businesses and institutions located in the city. <br />(6) For electronic message boards, the modes of display of messages shall conform to the <br />requirements of section 64.504((a)(5)(c). Flashing modes are not permitted. <br />Sec. 64.502. RI., through RM3 residential districts. <br />(a) Identification signs: <br />(4) For parks, community centers, and religious, civic or philanthropic institutions, one <br />(1) identification sign, not exceeding a total of thirty (30) square feet in area for each <br />street frontage, and one (1) bulletin board not exceeding a total of thirty (30) square feet <br />in area. Such bulletin board signs may have electronically changeable text, but shall not <br />fade in and out, scroll, or flash. <br />23 <br />
