Prior to having the request considered by the <br />city, the applicant must deposit an escrow fee in an amount <br />that is estimated to cover the city's consultants' costs as <br />determined by the city administrator. If the city's <br />consultants' costs exceed the initial escrow deposited by the <br />applicant, an additional escrow fee will be required to cover <br />the additional costs. The city shall use the applicant's fees <br />to cover the city's actual consultants' costs in reviewing the <br />request regardless of the city's action on the applicant's <br />request.
