No. R-91-39 <br />CITY OF FALCON HEIGHTS <br />C O U N C I L R E S O L U T I O N <br />• <br />Date 6/19/91 <br />------------------------------------------------------------- <br />A RESOLUTION OF THE CITY OF FALCON HEIGHTS URGING COUNTY <br />ADOPTION OF LOCAL 'OPTION' SALES TAX <br />WHEREAS, Governor Carlson and the state legislature has <br />decided to capture those funds specifically collected for local <br />government and use them to relieve the state's inability to live <br />within the same constraints cities do, and <br />WHEREAS, acceptance of the local sales tax 'option' will <br />result in the lowest overall tax burden for Falcon Heights and <br />Ramsey County within the draconian constraints imposed by the <br />State, and <br />WHEREAS, the State has abdicated its responsibility to fund <br />programs it established, and <br />WHEREAS, the adoption of the 1/2 percent local option sales <br />tax by Ramsey County would maintain aids to the county and the <br />cities and townships within the county; and <br />WHEREAS, failure of Ramsey County to adopt the local option <br />sales tax would result in the loss of all county, city, and <br />township aids within the county, amounting to an aid loss of <br />• about 4.7 times as much as the county revenues from the 1/2 <br />percent sales tax; and <br />WHEREAS, the failure of Ramsey County to adopt the tax would <br />result in the aids currently being received by the local <br />governments in the county instead being re-distributed as a <br />windfall to the counties which adopt the tax; and <br />WHEREAS, failure to adopt the tax would greatly increase <br />property taxes in Ramsey County, <br />THEREFORE BE IT RESOLVED, that the Falcon Heights City <br />Council urges the Ramsey County Board of Commissioners to adopt <br />the 1/2 percent local option sales tax prior to the July 1 <br />deadline for such adoption. <br />----------------------------------------------------------------- <br />Approved by I/ fh, <br />Mayor <br />Moved by Wallin <br />June 19, 1991 <br />Date <br />YEAS NAYS <br />• BALDWIN <br />CIERNIA 5 In Favor Attested by <br />GEHRZ Ci Clerk <br />WALLIN Against <br />JACOBS June 19, 1991 <br />Date <br />Adopted by Council June 19. 1991 <br />
