<br />No. P.-88-21 <br /> CITY OF FALCON HEIGHTS <br />• C O U N C I L R E S O L U T I O N <br />Date October 26, 1988 <br />RESOLUTION REGARDING PROPERTY TAX REFORM <br />y~EREAS March 1 1988 gg use ~f,Reghresentativ~$ research su~ e~~s that althou~h 64 <br />percent of the state revenue is coI~ecte in e metropo itan area, on ~ percent is r turned <br />to the metropolitan area, and this disparity is growing at about two percent per year; and <br />WHEREAS, March 15, 1988 House of Representatives research indicates that property <br />tax payers (at all income levels) in the Twin Cities metropolitan area pay higher property taxes <br />than property taxpayers (at all income levels) outstate; and <br />WHEREAS, many outstate needy people have relocated to the metropolitan area; and <br />WHEREAS, prior state attempts at tax reform have re-distributed dollars to geographic <br />areas as opposed to individuals in need; and <br />WHEREAS, redistributed state dollars should be received by those in need, and not <br />just redistributed to geographic areas and all those living in those areas; and <br />WHEREAS, the cost of living in the metropolitan area is much higher than outstate, <br />and these costs are reflected in higher property taxes; and <br />WHEREAS, the higher living costs within the metropolitan area increases the burden <br />to the taxpayer, local governments and school districts to deliver equal services, and are <br />compounded by higher property taxes paid by metropolitan properties; and <br />WHEREAS, a further shift of resources limits the ability of the metropolitan cities <br />to provide and to maintain the necessary infrastructure and services already existing; in urban <br />and outstate cities; and, <br />WHEREAS, the higher housing costs in the metropolitan area increase the burden of <br />local governments and school districts to deliver equal services, and would be compounded by <br />higher property taxes paid by metropolitan properties; <br />NOW, THEREFORE, BE IT RESOLVED by the members of the Ramsey County League of Local <br />Moved by Bat Bush <br />YEAS Nays <br />BALDWIN <br />GIERNIA <br />CHENOWETH <br />WALLIN <br />• BUSH <br />5 in Favor <br />0 Against <br />~~ <br />Approved by ~~+ ~~'~°~~~''-v <br />Mayor <br />October 26, 1988 <br />Date <br />Attested b ~,, <br />City Administrator <br />October 26, 1988 <br />Date <br />Adopted by Council October 26, 1988 <br />
