No. R-88-24 <br />CITY OF FALCON HEIGHTS <br />• C O U N C I L R E S O L U T I O N <br />Date October 26, 1988 <br />--------------------------------------------------------------------------------------- <br />RESOLUTION URGING REPEAL OF THREE PERCENT LEVY LIMIT LAW <br />WHEREAS, the levy limits, together with increasing costs of state <br />and federal mandates, and decreasing federal and state aid, force cities to <br />cut local services; and <br />WHEREAS, the levy limits cause cities to dip into reserve funds, <br />lowering their reserve levels and encouraging debt.; and <br />WHEREAS, the levy limits are especially difficult for smaller <br />communities, many of which had very low levies in 1987, giving them an un- <br />realistic base for the three percent limit; and <br />• <br />WHEREAS, the Department of Revenue has given the appeals provision <br />of the levy limit law a narrow interpretation, denying appeals for cost <br />increases for such mandated programs as Pollution Control Agency permits, <br />election costs and road turnbacks; <br />NOW, THEREFORE, BE IT RESOLVED by the Ramsey County League of Local <br />Governments that the members of the Minnesota Legislature are requested to <br />repeal state legislation establishing the three percent levy limit on cities. <br />U <br />Moved by Pat Bush <br />YEAS Nays <br />BALDWIN <br />CIERNIA <br />CHENOWETH <br />WALLIN <br />BUSH <br />5 in Favor <br />0 Against <br />Approved by ~1 ~~°~ern^ <br />Mayor <br />October 26, 1988 <br />Date <br />Attested b <br />City Adsinistrator <br />October 26, 1988 <br />Date <br />Adopted by Council October 26, 1988 <br />
