This proceeding is also consistent with the power <br />and authority granted to the City under the provisions of <br />Chapter 465 for improvements to the City's business district <br />which will assist in providing an increased tax base and other <br />general benefits to the City. <br />The Council accordingly finds it is necessary to hereby <br />institute eminent domain proceedings to acquire the necessary <br />property to provide access for deliveries to businesses <br />abutting the alley as well as parking facilities for the Lido <br />Restaurant. <br />.
