The matter was interrupted for the public hearing <br />~ scheduled for '1:30 P.M. <br />Mayor Eggert opened the Public Hearing on Amendment of Tax Increment <br />Financing Plan for 1666 Coffman and presented the Affidavit of Publication. <br />Attorney Van de North reviewed and commented on the amended plan which was <br />prepared at the request of Attorney Mary Ipel. There being no one wishing <br />to be heard, Mayor Eggert closed the Public Hearing at .7:43 P.M., and moved <br />the adoption of Resolution R-85-31. The motion was seconded by Council- <br />member Hard and upon a vote being taken, passed unanimously. <br />RESOLUTION R-85-31 <br />A RESOLUTION APPROVING THE MODIFIED TAX INCREMENT <br />FINANCING PLAN FOR DEVELOPMENT DISTRICT N0. 1 <br />Mayor Eggert moved, seconded by Councilmember Ciernia, that Resolution <br />R-85-32 be adopted setting a Public Hearing on Reduction of Economic <br />Development District No. 1 Within Development District No. 1 for 7:10 <br />P.M., July 24, 1985, and a Public Hearing on Creation of Tax Increment <br />District No. 3 Within Development District No. 1 for 7:15 P.M., July 24, <br />1985, and authorize publication•of the same. Motion carried unanimously. <br />RESOLUTION R-85-32 <br />RESOLUTION CALLING FOR PUBLIC HEARING ON THE <br />REDUCTION OF ECONOMIC DEVELOPMENT DISTRICT N0. <br />1 WITHIN DEVELOPMENT DISTRICT N0. 1 AND THE <br />CREATION OF TAX INCREMENT FINANCING DISTRICT <br />N0. 1-3 WITHIN DEVELOPMENT DISTRICT NO. 1 <br />Council again resumed discussion of the Tatum Street improvements and <br />Mayor Eggert read into the record written comments made by persons <br />who submitted the information during the two day period following the <br />Public Hearing held June 12, 1985 (copies of which are on file in the <br />Clerk's Office). Council discussed at length the value of curb and <br />gutter in street reconstruction (adds 10 years of life to the street and snow <br />plows do not tear up boulevard area, .the advantage of bidding the project with <br />the Coffman project, and completion date - October, 1985). Councilmember <br />Chenoweth moved, seconded by Councilmember Ciernia, that Resolution R-85-33 <br />be adopted. Motion carried unanimously. <br />RESOLUTION R-85-33 <br />A RESOLUTION ORDERING TATUM STREET IMPROVEMENTS <br />OF 1985 AND DIRECTING PREPARATION OF FINAL PLANS <br />AND SPECIFICATIONS <br />Councilmember Baldwin arrives. <br />At 8:00 P.M. Mayor Eggert opened the Public Hearing on the proposed <br />Hamline Avenue improvements and presented the Affidavits of Publication <br />and Mailing. Engineer Schunicht presented an overview of the proposed <br />project and explained the procedure required by State Statute.
