CITY OF FALCON HEIGHTS <br />Pursuant to due call and notice thereof, a regular meeting of the <br />City Council of Falcon Heights, Minnesota was held on the 27th day of January, <br />• 1982. <br />The following members were present: Mayor Warkentien, Councilmembers <br />Eggert, Larson-and Chestovich, and the fallowing were absent: Councilmember <br />Ciernia. <br />Councilmember Eggert introduced the following resolution and moved <br />its adoption: <br />RESOLUTION 82-9 <br />A RESOLUTION OPPOSING A PROPOSED RAMSEY COUNTY <br />HOTEL/MOTEL TAX <br />WHEREAS, the Ramsey County Board of County Commissioners are con- <br />sidering a proposal to seek special legislation-permitting a hotel/motel <br />tax on all such facilities within Ramsey County, and <br />WHEREAS, it is the expressed intent of the enabling legislation <br />to enact a 6% sales tax with 2% of-said proceeds to be retained by the <br />County, 2% to the suburban cities, and 2% to the suburban Chamber of Commerce <br />or to a tourist bureau, if one so exists, and <br />WHEREAS, it is the expressed intent to disburse its 2% share of <br />tax proceeds for the operation and maintenance of arts and science facilities <br />• within the City of St. Paul, and <br />WHEREAS, the City of Falcon Heights believes such a tax would <br />create an unfair business competition with hotels/motels located in.other <br />metropolitan counties, and <br />WHEREAS, the City of Falcon Heights believes the legislature should <br />either maintain a relatively uniform taxing authority system or allow each <br />and every city to enact its own revenue systems, and <br />WHEREAS, the City of Falcon Heights would not agree to legislation <br />which provided for an unrestricted County hotel/motel taxing authority and <br />total discretion in the disbursement of said revenues, and <br />WHEREAS, the City of Falcon Heights has not been provided document- <br />ation which demonstrates the degree of Ramsey County suburban usage of the <br />arts and science facilities in the City of St. Paul. <br />NOW, THEREFORE, BE IT RESOLVED that the Falcon Heights City Council <br />is adamantly opposed to a Ramsey County hotel/motel taxing authority and <br />requests the County Board to reject said proposal, and <br />BE IT FURTHER RESOLVED that a copy of-this Resolution be forwarded <br />to the Ramsey County Board, members of the Ramsey County League of Cities, <br />and members of the Ramsey County legislative delegation. <br />• The motion for the adoption of-the above resolution was duly seconded <br />by Councilmember Larson, and upon a vote being taken thereon, the following voted <br />in favor thereoft Mayor Warkentien, Councilmembers Eggert, Larson and Chestovich, <br />and the following voted against the same: None. <br />
